Texas Attorney General Ken Paxton has taken decisive action to stop the flow of illegal abortion drugs into the state, issuing cease-and-desist letters to Her Safe Harbor, Plan C, and an affiliate of Aid Access.
The letters demand an immediate halt to the mailing of mifepristone and misoprostol—drugs that deliberately end the life of an unborn child and put women at risk of severe bleeding, infection, and even surgical intervention.
“Texas will not tolerate the murdering of innocent life through illegal drug trafficking,” said Attorney General Paxton. “These abortion drug organizations and radical activists are not above the law, and I have ordered the immediate end of this unlawful conduct. This is a flagrant violation of both state and federal laws, and we are going to do everything in our power to protect mothers and unborn babies.”

The threat is real. One abortion pill distributor alone ships an estimated 19,000 packs of pills into Texas every year. Nationally, a recent report revealed nearly 120,000 packs of abortion pills shipped in just 13 months, most to women living in states where abortion is restricted or banned.
Mail-order abortion drugs strip away medical oversight, leaving women vulnerable and often alone. Heartbeat International, through its pregnancy help services, regularly hears from women who experience the devastating aftermath of chemical abortion in isolation—or worse, under pressure from boyfriends or family members. In Texas, recent cases have tragically exposed how abortion pills can be used in coercion and even abuse.
Paxton’s legal action draws on the federal Comstock Act, Texas’ Human Life Protection Act, and state consumer protection laws. Noncompliance could result in penalties of at least $100,000 per violation.

Pro-life advocates are praising the effort as an essential step in protecting women and children alike. Heartbeat International urges federal accountability as well—calling on the FDA to restore safety protocols, enforce existing laws, and challenge pro-abortion “shield laws” that embolden pill traffickers.
Women deserve better than a mail-order system that abandons them. They deserve compassionate, life-affirming alternatives—pregnancy help centers, adoption support, and even Abortion Pill Reversal for those who change their minds.
Texas’ bold stand highlights a growing national call: protect women, protect children, and ensure that life-affirming care—not illegal drug trafficking—defines America’s future.
