(Liberty Counsel) Last week, Planned Parenthood announced it will be closing seven of its primary care facilities in California due to federal funding restrictions but says it will continue committing abortions leaving the practice largely untouched.
Planned Parenthood of Orange and San Bernardino Counties (PPOSBC), one of the abortion giant’s largest affiliates in the U.S., will be closing seven Melody Health primary care clinics located within Planned Parenthood facilities in Anaheim, Costa Mesa, Mission Viejo, Santa Ana, Westminster, San Bernardino, and Upland effective on December 13, 2025. The closures are a result of President Donald Trump’s “One Big Beautiful Bill” passed in July 2025 which enacted a one-year ban on federal taxpayer dollars funding abortion providers through Medicaid reimbursements.
PPOSBC describes the closing locations as “primary care” facilities, which provide wellness visits, vaccinations, diabetes management, and behavioral health services. However, the affiliate states that the federal defunding “won’t impact” its abortion operations because abortions there are funded by California taxpayers through state funds. Therefore, the facilities in these seven Planned Parenthood California locations will remain open for abortions.
Planned Parenthood closing primary care centers while sustaining its abortion operations suggests the company’s priorities lie with abortion over its primary care services.

According to Planned Parenthood’s most recent annual report, abortion-related procedures accounted for only four percent of the company’s medical services, while STI testing, contraception, and cancer screenings represented a combined 89 percent of its services. In total, the company provided more than 8.86 million non-abortion medical services compared to performing 402,230 abortions in its 2023-2024 reporting period.

Furthermore, Planned Parenthood’s largest revenue source by far was government reimbursements amounting to $792 million in taxpayer-funded reimbursements. Ironically, Planned Parenthood is opting to sue to force taxpayers to subsidize abortion while shutting down its most-provided services and risking its largest revenue stream to continue with abortion, which is just four percent of its purported business.

In May, Planned Parenthood announced that 200 out of its 600 facilities nationwide could close due to federal defunding. Currently, with the addition of the seven California locations, at least 50 Planned Parenthood facilities have closed or are being closed in 2025. Out of the 50 closures, at least nine of the locations performed surgical abortions while at least eight others offered access to the dangerous abortion pill Mifepristone. However, all the facilities could participate in abortion by making abortion referrals to other Planned Parenthood locations.
The closure locations include:
California: Anaheim, Costa Mesa, Gilroy, Madera, Mission Viejo, San Bernardino, San Diego, San Mateo, Santa Ana, Santa Cruz, South San Francisco, Upland, and Westminster
Illinois: Bloomington, Decatur, Englewood, and Ottawa
Indiana: Evansville
Iowa: Ames, Cedar Rapids, Sioux City, and Urbandale
Louisiana: Baton Rouge and New Orleans
Michigan: Ann Arbor, Jackson, Marquette, and Petoskey
Minnesota: Alexandria, Apple Valley, Bemidji, and Richfield

Liberty Counsel Founder and Chairman Mat Staver said, “Planned Parenthood should never receive any taxpayer dollars to kill children. The idea that taxpayers would fund the brutal killing of children is reprehensible. We need to restore a culture of life and protect women and children.”
